
Ō Mahurangi
O Mahurangi (PenLink) will be a new 7km highway between Whangaparāoa Road and State Highway 1, creating a more resilient network to get people where they need to be faster, while supporting economic growth and connecting people to new housing developments.

Project Partners
O Mahurangi is the first NZTA Auckland project to have iwi partners embedded in the project, including on the Project Advisory Board (PAB). This partnership enables us to keep a Te Ao Māori lens across all aspects of the project. With Te Tiriti o Waitangi as a framework, NZ Transport Agency Waka Kotahi and the Ō Mahurangi Alliance is working with iwi partners to build strong, meaningful and enduring relationships that achieve mutually beneficial outcomes.
Three representatives - one each from Ngāti Manuhiri, Te Kawerau a Maki, and Ngaati Whanaunga - sit on the PAB and play a full part in the governance of the project. This includes helping to establish Key Result Areas and Key Performance Indicators. They hold the Alliance accountable for their delivery in Te Ao Māori, and are represented in the management of the project, across all its aspects.
